BudCom to Handle School Articles Jan. 3, 10

Preliminary votes next week and final votes the week after.

The Salem Municipal Budget Committee will conduct meetings to handle SAU 57 warrant articles on Thursday, Jan. 3 and Thursday, Jan. 10, according to a statement on the school district website. The Jan. 3 meeting will take place in the Media Center at Salem High School while the Jan. 10 meeting will take place in the Knightly Meeting Room at Town Hall. Both meetings will take place at 7 p.m. A presentation of the warrant articles, along with discussion and preliminary votes, will take place Jan. 3. On Jan. 10, the committee will hold a public hearing on the warrant articles and then will take their final votes.

McDougall Vacancies Likely to Go Unfilled

Both seats will be up for election in March.

The chairmen of both the Salem Budget Committee and Zoning Board of Adjustment do not anticipate filling the seats expected to be vacated by Patrick McDougall before the March town election. McDougall told the Eagle-Tribune he intends to resign from both boards after a Salem Circuit Court judge found him guilty on a misdemeanor obstructing government administration charge stemming from a June incident at his Tiffany Road home. McDougall's term on the Zoning Board is scheduled to expire in March 2013 while his term on the Budget Committee runs through March 2014. Zoning Board Chairman Gary Azarian said his board "will use alternates to fill the vacancy until the March election." Since the Zoning Board meets monthly, there would be three …

BudCom Trims $82K From School Budget

SAU 57 district budget to go before voters will be up 1.89 percent over current year.

Between their preliminary and final votes last week, the Salem Budget Committee trimmed just over $82,000 from the 2013-2014 SAU 57 budget. The final general fund budget voters will consider next year will be $58.4 million with an overall gross budget of $62.2 million. The budget is up 1.89 percent over the present year. That $82,000 cut included several amendments proposed by School Board representative Michael Carney, Jr., as a result of the district filling an IT position at a lower cost than budgeted. The most substantial cut approved by the committee was $45,000 to the heating budget at Salem High School. Attempt to Delay BudCom School Vote Falls

Stephen Campbell claimed the committee needed more time to review answers to budgetary questions.

The Salem Budget Committee held its preliminary votes on the 2013-2014 SAU 57 Budget Wednesday, but if one member had his way, it would have been put off for a week, or more. Board of Selectmen Representative Stephen Campbell said the committee had not received answers to budgetary questions posed to school staff until Wednesday morning. "Some of these answers need to be followed up," Campbell said. He moved to postpone both committee meetings this week to next week as a result. "You can't vote on $62 million of this stuff just rushing through it," he said. No Verdict in McDougall Obstruction Case

Salem elected official facing a charge related to a June incident at his home.

Salem Circuit Court Judge Michael Sullivan did not issue a verdict in the obstructing government administration trial of Salem Budget Committee and Zoning Board of Adjustment Patrick McDougall Monday. Sullivan heard a couple hours of testimony Monday and took the testimony under advisement. McDougall was charged in July on the misdemeanor charge after an incident that took place in June involving his wife, Jane, who was suffering from a migraine headache and called 911 at their Tiffany Road home. McDougall is alleged to have argued with responding Salem Fire personnel, and later Salem Police, regarding an ambulance ride to a hospital. McDougall Misdemeanor Trial Slated For Today

Local elected official faces Class A misdemeanor for June obstructing government administration charge.

The trial for Salem Budget Committee and Zoning Board of Adjustment member Patrick McDougall on a misdemeanor obstructing government administration charge is scheduled for today. On Friday, a clerk at the 10th Circuit Court of Salem said McDougall's trial will take place at 1 p.m this afternoon. McDougall, 38, was charged with the misdemeanor after a June 26 incident when he allegedly refused to allow paramedics to take his wife to the hospital after she'd called 911 complaining of a migraine. McDougall later took his wife to the hospital himself. At a hearing in October, the charge was changed from a Class B misdemeanor to a Class A misdemeanor. Class B misdemeanors carry up to a $1,200 fine while Class A misdemeanors carry up to a $2,000…

Proposed School Budget Up Over 2 Percent

Salem School Board presents budget to Budget Committee up with $58.8 million in general fund costs.

The Salem Municipal Budget Committee was presented Wednesday with a 2013-2014 Salem School District budget up 2.68 percent over the current year. The increase for the budget, as reviewed by the Salem School Board, will likely be reduced to a 2.06 percent after more anticipated state adequacy funds are factored into the budget. Overall, the general fund budget presented for 2013-2014 is now $58.8 million, up from the present year total of $57.1 million. The majority of the increases in the budget presented Wednesday night come from salaries, benefits and maintenance.  SAU 57 Superintendent Dr. Michael Delahanty explained that over $1.4 million of that increase includes an astronomical hike in state retirement costs to the tune of $785,620. …

BudCom Makes Few Changes to Selectmen Budget

Committee elects to move outside Human Services funding to operating budget.

During their final votes on the 2013 town budget Thursday night, the Salem Budget Committee made just two changes to the budget submitted by the Board of Selectmen. The committee decided to restore funding to outside Human Services organizations to the operating budget from a warrant article and within that decision restored funding to Rockingham Community Action. The budget from selectmen put $58,153 originally in the budget for those outside services into a warrant article. Selectmen also cut $15,000 originally budgeted for RCA. Committee vice chairman Paul Huard made the motion to put the entire funding of $73,153 back into the operating budget. Selectmen's Budget Gets Past BudCom's First Vote

Committee will hold public hearing and take final votes tonight.

The Salem Municipal Budget Committee did not change any items in the general fund budget for 2013 other than those recommended by the Board of Selectmen during their preliminary votes Wednesday night. The committee will hold a public hearing, take up the water and sewer budgets and take their final votes on the budget tonight starting at 7 p.m. in the Media Center at Salem High School. Throughout the budget, the committee approved amendments made by selectmen, most of which dealt with a 12.3 percent increase in health insurance costs and some offsetting cuts. After Debate, BudCom Keeps Frydryck as Chair

Some members concerned Frydryck has not been fair to all board requests.

The Salem Municipal Budget Committee began their review of the 2013 town budget Wednesday with an at times heated discussion centering around whether or not Russ Frydryck should continue as chairman. The board eventually voted 6-1-2 to keep Frydryck in the role. The one member who voted in favor of changing the chairman was Board of Selectmen representative Stephen Campbell. Frydryck said there had previously been "private criticism" of his handling of the committee by Campbell, who himself is a former longtime committee member. Frydryck read directly from an e-mail from Campbell in which the selectman wrote: "You are not a chairman, you obviously treat members and requests differently based on whether you agree with the request."
