It got worse after many of the substance abuse programs were cut from the State budget, but the State made even more money off of the children they stole and adopted out when the parent's couldn't comply with court ordered substance abuse programs that were non-existent in this State. I'm sure Kelly was aware. After all, it was her office who fought to make sure the children were never returned. Better late than never for NH as usual.
