Gaming Consultant Urges Separation of Licensing, Enforcement

The consultant also said the way to make new gambling legislation effective is by having regulations that help curb problem gambling.

The consultant hired to help a state committee develop legislation governing gambling in New Hampshire said the key to effective laws is to make sure there is a clear separation between the licensing of the casino operators and the enforcement of the gambling regulations, according to Boston.com.

Boston.com has reported that Maureen Williamson of WhiteSand Gaming told the New Hampshire Gaming Regulatory Oversight Authority on Thursday that the state does have some expertise with overseeing the fair and legal operation of games because New Hampshire has a number of charitable gaming establishments. Williamson also reportedly said regulations should help curb problem gambling through the use of systems that impose check cashing or credit card limits and prohibit tantalizing "near miss" features on machines.
